In 2004, the Bush Administration rolled out the Homeland Security Presidential Directive 12 to defend the United States from further terrorist attacks, espionage and cyber threats. HSPD-12 requires agencies to implement a biometric-based credential system by issuing smart cards to federal employees and contractors by October, 2011. By mandating a federal standard to guarantee the correct identification for each employee, agencies are able to increase security and efficiency, reduce identity fraud, cut costs and protect personal privacy.
The HSPD-12 mandate also sets requirements for agencies to ensure its facilities and IT systems are ready to accept Personal Identify Verification (PIV) cards. To qualify for PIV credentials, federal employees must have their fingerprints scanned and undergo background checks. The users’ personal identifying information is contained in the PIV cards and scanned on a card reader before entering federal facilities.
